WP3 - Governance
EPOS is an exceptionally complex undertaking, not merely integrating data and information products from a range of national infrastructures, each with its own organisational imperatives and responsibilities, but itself operating a range of data repositories, computational and experimental facilities, and making the results available to an extended range of information users with varying needs.
Careful consideration of relationships and organisational structures is required to ensure that responsibility, accountability and authority accompany the allocation of tasks and resources, whilst enabling clear and fully informed decisions to be taken in a timely fashion without undue bureaucracy. Equally, affected parties should have appropriate, transparent routes through which to influence those decisions.
The ultimate purpose of this work package is therefore to ensure that effective structures are set up and that robust, viable policies are in place for the operation of the legal entity during the construction phase.
All partners contribute to the package under the leadership of the British Geological Survey (NERC-BGS) which works in close liaison with the leader of WPs 2 (Legal) and 4 (Financial) and 7 (Architecture and Implementation Plan).
Objectives

To establish effective structures for governance of and decision making within the EPOS legal entity during the construction phase

To develop and determine arrangements for hosting the legal entity, including headquarters and data centres.
