The Preparatory Phase aims at bringing the project to the level of legal, financial, administrative and technical maturity required to implement the EPOS construction. The present stage is to meet the integration challenges and create the EPOS data centres. The next step will be to create the EPOS core services. To this end, a coherent architecture and effective implementation plan (strategy) guaranteeing long-term sustainability for the infrastructure and the associated services have to be archived during the following four years.

A highly heterogeneous geographical patter of both observational and experimental multidisciplinary data must be built-in to facilitate complex analysis and modeling, whilst e-infrastructure and e-science must be developed to support the EPOS integrations plan. This is the scientific long-term perspective, which also involves identifying existing gaps and tackling technological challenges.

Moreover, the successful establishment of the EPOS observing system and related services to users also requires the identification and negotiation of proper legal, governance and financial entities. To facilitate this task and achieve not only the accessibility of data, but also the interconnectivity and interoperability of the available resources, specific governance for the EPOS PP has been established.
